A Review and Paths to Improvement of Teacher Exchange and Rotation System under the View of Double Justice

The teacher exchange and rotation system is designed to promote a balanced teaching force and to facilitate the implementation of quality and balanced compulsory education. It embodies the principle of distributive justice in the equal allocation of teacher resources and the guarantee of children’s right to quality education. However， the justice of the teacher exchange and rotation system urgently needs to be re-examined from the macro level of teacher resource allocation to the micro level of the individual teacher， to ensure that the system takes into full consideration the dignity and subjective status of the rotating teacher as an individual. At present， rotating teachers are faced with the dilemma of emotional deficiencies， deprivation of rights， and change in valu. Therefore， it is necessary to improve the system of teacher exchange and rotation based on the recognition of the three core elements of justice： love， legal power and solidarity--“love” to care for the emotional needs of rotating teachers， “legal rights” to guarantee the autonomy of rotating teachers， and “solidarity” to stimulate the individual value of rotating teachers.
