Textual Analysis, Operational Landscape and Future Approach of China's Digital Textbook Policy from the Perspective of Policy Tools

Abstract
To address the opportunities and challenges brought about by artificial intelligence technology in the form of textbooks, China has introduced a series of policies related to digital textbooks. This article takes 29 policy documents issued at the national level from 2007 to 2025 as samples, and uses a two-dimensional analysis framework of “policy tools-policy content” to conduct quantitative analysis of the policy texts. The results show that with the evolution of educational informatization, China's digital textbook policies have been constantly updated. The operational picture of the policy tools is as follows: supply-oriented tools have a strong intervention, environmental-oriented tools provide comprehensive protection, and demand-oriented tools are relatively insufficient. Based on this, in the future, it is necessary to optimize supply-oriented tools, enhance the collaborative construction capacity of digital textbook resources, improve environmental-oriented tools, build a digital textbook standard and specification system, strengthen demand-oriented tools, and create precise teaching application scenarios for digital textbooks, in order to promote the high-quality development of digital textbooks and facilitate the digital transformation of education.
