Abstract
Relying on the construction of social credit system, it is one of the core tasks of credit governance to regulate and correct minor violations of law and behaviors that deviate from public order and good customs. In practice, some places excessively favor authoritative governance resources, simply regard social credit as the starting point of punishment, and prefer to adopt the punitive credit governance model. Although punitive credit governance can improve governance efficiency in a short time, it faces many operational obstacles and is difficult to be harmoniously embedded in the process of grassroots social governance. Practice has proved that the transition from grass-roots credit governance to incentive governance can effectively overcome the inherent defects of punitive credit governance model and obtain better governance effect. To realize the mode transition of grass-roots credit governance, it is necessary not only for grass-roots units to continue to explore and improve the specific mechanism of incentive credit governance, but also for all localities to upgrade the level of system design, and to carry out systematic overall design by changing the concept of governance, building a legislative framework, building a shared platform, and innovating credit products.
