On the Evolution of Quality Standards in China's Higher Education

  • Higher education quality management is extremely important in the development of national education, which is closely related to the educational concept, educational management and external environment. This paper aims to comb the quality management policy of China's higher education based on the three-dimensional framework of academic-assurance-accountability, to explore Chinese model characteristics of higher education quality management, and further to analyze the evolution mechanism of its mode shaped. In the conclusions, we have discovered that Chinese universities undertake multiple pressures, such as government regulations, internationalization challenge and self-development, which shape Chinese model characteristics, and reveal the major causes of the evolution mechanism, which are the policy-orientation in higher education reform process and utilitarian-tendency of university culture. It is necessary to construct the new paradigm for Chinese university governance with the balance tension amongst government management, institutional autonomy and market regulation.
