Abstract: Internet public opinion governance is an important part of establishing a comprehensive network management system and creating a clear network space. It is a precondition for strengthening the internet public opinion governance to study the systematic nature of the network public opinion ecology and analyze the relationship between the various elements of the system. This paper believes that openness, non-equilibrium and nonlinearity are the three main characteristics and three logics of the internet public opinion ecosystem. System thinking and system logic require us to consider the association and nesting of each link and take corresponding measures when considering the problem, that is, the discussion of an element needs to be restored to the entire chain of the ecological environment in which it is located. Understanding the system complexity of things and considering systemic requirements in the construction of governance rules is the key issue of current public opinion governance.
