Abstract: The transformation from "case-filing review" to "case-filing registration" is a reform measure implemented in the judicial domain, serving to better guarantee citizens' litigious right, overcome case-filing difficulty, and highlight the idea of "administration of justice for people". Compared to civil litigation, the case-filing difficulty proves to be severer in administrative litigation due to the defendant subject's characteristics. On the basis of the implementation effect of case-filing registration system in administration litigation and of theoretical research and judicial practices, it is advised that the case-filing registration system be improved in terms of such aspects as specifying the review standards of prosecution conditions, perfecting the supervision and relief mechanisms, and adding substantive requirements of judgment, etc.
