Abstract:
In wartime, for the purpose of serving the war and developing the economy of the Soviet area, the Soviet government, as the leader, adopted a policy of "encouraging-restricting" to private commerce. As the followers, the private business adopted a policy of "obedience-resistance". Through these policies, both of them achieved their purposes:the Soviet government prepared sufficient funds for the war, and promoted the productivity in the Central Soviet area. Meanwhile the private businessmen got some economic benefits.
